What is a SWPPP?

Why do I have to have a SWPPP?
A SWPPP is a mandatory requirement of the Environmental Protection Agency (EPA) regulations, which are adhered to through the Utah Department of Environmental Quality (Utah DEQ) under the Utah Pollutant Discharge Elimination System Construction General Permit for Storm Water Discharges from Construction Activities.
What happens if I don’t comply?
In Utah, construction activities disturbing equal to or greater than one acre of land must adhere to the UPDES General Permit for Storm Water Discharges from Construction Activities. Failure to comply could result in administrative, civil, and criminal penalties imposed by the Utah DEQ. These penalties may include project shutdowns, fines, and other legal ramifications. Additionally, smaller projects in Utah must adhere to the Utah DEQ Common Plan permit, and are subject to similar penalties for sites disturbing less than an acre. But we have an Erosion Control Plan Drawing… isn’t that my SWPPP?
Contrary to popular belief, the Erosion Control Plan included in your Civil Drawings package is NOT a fully compliant SWPPP. This is only one drawing that is included as a part of your fully compliant Stormwater Pollution Prevention Plan. A fully compliant comprehensive SWPPP will include additional requirements such as a detailed site analysis, endangered species analysis, spill prevention and control plan, surrounding environmental analysis, multiple site specific drawings, topography, Inspections Log, Activity Log, Corrective Actions Log, and Employee Training Log per Utah DEQ requirements.
Installation Guidelines
We streamline your SWPPP with clear guidelines for installing BMPs like Silt Fence and Inlet Protection. We typically recommend you handle this installation yourself, hire a local third party to handle this installation per the drawings included in the SWPPP. Anyone can install Silt Fence and Inlet Protection as it is a very simple and rudimentary process. Those familiar with any type of construction would be able to do so very easily. We also have wholesale erosion control providers that we can point you toward should you want to acquire the materials yourself and install the SWPPP BMP’s yourself.
SWPPP Inspections
Pro SWPPP will set up your Storm Water Pollution Prevention Plan so you can handle all of your own inspections. In Utah, at the time of this writing, you are NOT required to hire a Certified Stormwater Inspector. As such, anyone familiar with standard BMP’s and their role in the Stormwater Pollution Prevention Plan can conduct your required Weekly SWPPP Inspections. We setup our Utah SWPPP Plans so you can delegate your site inspections to your Site Foreman, and they can easily incorporate this activity into their daily routine. Additionally, not sure if it’s for you, be we do offer an Online Inspections Portal where you can assign access for your Site Foreman, and they can easily conduct their SWPPP Inspections at their convenience with their mobile device. Our online portal will also track the precipitation for that GPS coordinate so you will not be required to have a rain gauge on-site for same.
