Is a SWPPP required in California?
Most construction projects in California require a Stormwater Pollution Prevention Plan (SWPPP) if any of the following apply:
- The project will disturb one acre or more of land.
- The project will disturb less than one acre but is part of a larger common plan of development or sale that will ultimately disturb one acre or more.
- The California State Water Resources Control Board (SWRCB) determines that a project disturbing less than one acre could impact nearby waterways or their tributaries.
If any of these conditions are met, a SWPPP must be prepared before applying for coverage under California’s Construction General Permit. Having a compliant plan in place helps protect the environment, avoid fines, and prevent project delays.

What are the SWPPP requirements in California?
If your project disturbs 1 acre or more, or is part of a larger common plan that amounts to greater than 1 acre, even if individually smaller, you must be covered by the NPDES Construction General Permit (CGP).
Who regulates SWPPP in California?
In California, the State Water Resources Control Board (SWRCB) enforces the Construction General Permit (CGP) and oversees SWPPPs, working with nine Regional Water Quality Control Boards (RWQCBs) to issue permits and ensure compliance. Projects disturbing one acre or more of soil require SWPPP coverage under the CGP.
How long will the SWPPP last?
A SWPPP is a temporary document used only during construction. In California, coverage under the Construction General Permit ends once construction is complete, stormwater controls are in place, and the site is stabilized. The SWPPP is then closed with a Notice of Termination (N.O.T.).
Do I need to update the SWPPP if the project changes?
