Pennsylvania SWPPP Contractor

Most construction projects in Pennsylvania must have a Stormwater Pollution Prevention Plan (SWPPP or SW3P) in place before breaking ground. Failing to secure and maintain a compliant plan can result in significant daily fines, stop-work orders, and costly project delays.

Site inspections may be conducted by local municipal officials or the Pennsylvania Department of Environmental Protection (PA DEP), which oversees stormwater compliance under Pennsylvania’s SPDES Construction General Permit (federally delegated NPDES). Inspectors can review your SWPPP, erosion and sediment control measures, and inspection records at any time. Missing documentation or unresolved compliance issues can halt your project immediately.

Pro SWPPP prepares fully compliant Pennsylvania stormwater plans designed to meet all applicable local, state, and federal requirements, including PA DEP and United States Environmental Protection Agency (EPA) standards. With more than 17 years of experience, our team delivers accurate, detailed, and permit-ready SWPPPs quickly—helping you stay on schedule and avoid unnecessary setbacks.

Our process is simple and efficient, with an easy online ordering system to get started right away. We’re Certified Professionals in Erosion and Sediment Control (CPESC) and each plan is developed under CPESC guidance, ensuring your project meets or exceeds regulatory standards.

Stormwater Pollution Prevention Plan In California

Is a SWPPP required in Pennsylvania?

Yes. In Pennsylvania, most construction projects that disturb soil must prepare and implement a Stormwater Pollution Prevention Plan (SWPPP) under the SPDES Construction General Permit, administered by the Pennsylvania Department of Environmental Protection (PA DEP).

A SWPPP is generally required if:

  • Your project will disturb one acre or more of land, or

  • Your project will disturb less than one acre but is part of a larger common plan of development or sale that will ultimately disturb one acre or more

If either condition applies, you must obtain PA DEP permit coverage and have a compliant SWPPP in place before construction begins.

What Happens If You Don’t Comply?

Failing to maintain a compliant SWPPP in Pennsylvania can result in serious enforcement actions, including:

  • Civil penalties under the Pennsylvania Clean Streams Law (35 P.S. § 691.1001 et seq.) of up to $10,000 per day, per violation, depending on the severity and duration of non-compliance

  • Stop-work orders issued by PA DEP or local municipal authorities

  • Mandatory corrective actions, additional reporting requirements, and follow-up inspections

  • In serious or willful cases, criminal penalties, including fines up to $50,000 per offense and potential imprisonment

Because Pennsylvania’s SPDES Construction General Permit program operates under the Clean Water Act, violations may also trigger enforcement by the United States Environmental Protection Agency (EPA). Federal civil penalties for Clean Water Act violations are adjusted annually for inflation and can currently reach approximately $56,460 per day, per violation.

Bottom line: Skipping or improperly maintaining your SWPPP in Pennsylvania can lead to substantial fines, enforcement actions, and project shutdowns. Proper permitting and documentation are essential before breaking ground.

When Will I Have My SWPPP?

3 business days to receive your SWPPP after ordering.

In a rush? You can expedite your SWPPP to receive it within 24 hours.

Still Unsure If You Need a SWPPP?

Find out if you really need a SWPPP for your project in Pennsylvania. Take our 2-step quiz.

Services We Provide

Our Pennsylvania SWPPP services make the process fast and straightforward. Complete our online  Order Form and provide a link to your civil drawings—we’ll take care of the rest. Within 72 hours, you’ll receive a fully customized Stormwater Pollution Prevention Plan tailored to your specific Pennsylvania jobsite and project scope.

Each plan is prepared in accordance with Pennsylvania’s SPDES Construction General Permit for stormwater discharges, administered by the Pennsylvania Department of Environmental Protection (PA DEP). Our SWPPPs are designed to meet all applicable local, state, and federal requirements, including Clean Water Act standards enforced by the United States EPA.

The result: a compliant, inspection-ready SWPPP that helps keep your Pennsylvania project on schedule and protected from enforcement actions.

In Pennsylvania, construction projects that disturb one acre or more (or are part of a larger plan totaling one acre or more) must submit a Notice of Intent (NOI) to obtain coverage under the SPDES Construction General Permit for stormwater discharges.

We also offer a full-service option for a modest additional fee. Simply provide a signed Delegation of Authority (DOA) form, and we handle the stormwater permitting process on your behalf—including NOI submission and coordination of any required permit fees—so your project stays compliant without added hassle.

Some municipalities in Pennsylvania require a SWPPP site map before construction begins. If your project falls under this requirement, we’ll prepare a fully compliant site map for your site. Because local requirements can vary by city or county, we verify upfront whether a site map is needed and ensure it meets all applicable state, federal, and local standards.

Pennsylvania SWPPP FAQs

What are the SWPPP requirements in Pennsylvania?

If your construction project will disturb one acre or more—or is part of a larger common plan that ultimately disturbs one acre or more—you are required under Pennsylvania law to prepare and implement a Stormwater Pollution Prevention Plan (SWPPP). You must also obtain coverage under the state’s SPDES Construction General Permit (federally delegated NPDES) administered by the Pennsylvania Department of Environmental Protection (PA DEP).

Who regulates SWPPP in Pennsylvania?

The PA DEP administers Pennsylvania’s construction stormwater program. The agency issues permits, monitors compliance, and enforces stormwater regulations, making a fully compliant SWPPP essential for your project.

How long will the SWPPP last?

A SWPPP is required for the duration of active construction. Once your project is complete, coverage under the SPDES Construction General Permit ends when a Notice of Termination (NOT) is submitted to the PA DEP.

Do I need to update the SWPPP if the project changes?

Yes. A SWPPP is a living document. Any changes to site conditions, construction practices, or project plans must be reflected in updates. We manage all revisions for you, ensuring your plan stays accurate and fully compliant throughout construction.

WHY WAIT? WHY PAY MORE? WHY TAKE A RISK?

We can do your SWPPP in 72 hours, or it's FREE!

If you have any questions before you order, please call Derek at: 833-GET-SWPP.
