Utah’s Trusted SWPPP Contractor for Construction Projects

A Stormwater Pollution Prevention Plan (SWPPP), sometimes referred to as a SW3P, is required by law for most construction sites in Utah. Without one, you risk costly penalties, stop-work orders, or major delays that can stall your project.

Inspectors from local municipalities and the Utah Department of Environmental Quality (UDEQ) can arrive at any time to review your SWPPP documentation. Without proper records in place, your project may be ordered to stop immediately, and you could face costly fines.

At Pro SWPPP, we specialize in developing Utah-compliant stormwater plans that meet all state regulations. Backed by more than 17 years of industry experience, our streamlined process ensures your plan is accurate, complete, and delivered quickly. Submitting orders online makes it easy to stay on schedule and avoid unnecessary project disruptions.

Our team is led by Certified Professionals in Erosion and Sediment Control (CPESC), a top credential in the field. With this expertise, you can trust that every SWPPP we create will meet local, state, and federal standards without compromise.

Is a SWPPP required in Utah?

Yes. Most construction projects in Utah must have a Stormwater Pollution Prevention Plan (SWPPP) if:

  1. The project will disturb one acre or more of land.

  2. The project will disturb less than one acre but is part of a larger common plan of development or sale that will ultimately disturb one acre or more.

If either of these conditions applies, you need a SWPPP. If you do not have stormwater pollution plan in place, you could face civil penalties of up to $10,000 per day for negligent violations, or up to $25,000 per day for willful violations.

In addition to fines, enforcement actions may include stop-work orders, being required to take remedial actions to bring the site into compliance, and even potential jail time! Trust us, you don’t want to be caught without a SWPPP in the state of Utah.

When Will My SWPPP Be Ready?

3 business days to receive your SWPPP after ordering.

In a rush? You can expedite your SWPPP to receive it within 24 hours.

Still Unsure If You Need a SWPPP?

Find out if you really need a SWPPP for your project in Utah. Take our 2-step quiz.

Services We Provide

Our services make it fast and easy to get your SWPPP in Utah. Just fill out the Order Form and share a link to your Civil Drawings. We handle everything else. Within 72 hours, you’ll receive a fully customized SWPPP designed for your Utah jobsite and project requirements. Every plan is guaranteed to comply with federal (EPA), state (UDEQ/UPDES), county, and city regulations.

If your project requires additional components for SWPPP compliance, we make sure they’re included in the preparation.

For Utah construction projects that disturb one acre or more, a Notice of Intent (NOI) must be filed for coverage under Utah’s UPDES Construction Storm Water General Permit, administered by the Utah Department of Environmental Quality (UDEQ).

We offer a full-service option for a small additional fee. With this service, you provide a Delegation of Authority (DAR) form, and we manage the entire stormwater permitting process on your behalf—including NOI submission and payment of permit fees—so your project stays compliant without added stress.

If county or municipal officials request a SWPPP site map before construction begins, we’ll provide it. Since requirements vary by jurisdiction, we’ll confirm upfront if a site map is needed for your project and ensure it meets local standards.

Utah FAQs

What are the SWPPP requirements in Utah?

If your construction project in Utah will disturb one acre or more, you are required to obtain a UPDES Construction Storm Water General Permit and prepare a SWPPP.

Please also refer to our full list of SWPPP requirements.

Who regulates SWPPP in Utah?

The Utah Department of Environmental Quality (UDEQ), Division of Water Quality, administers Utah’s Construction Stormwater General Permit program. UDEQ oversees the issuance of permits, monitors compliance, and enforces state stormwater regulations.

How long will the SWPPP last?

A SWPPP is temporary and applies only during the active construction phase. When your project is complete, coverage ends via a Notice of Termination (N.O.T.).

Do I need to update the SWPPP if the project changes?

Yes. Your SWPPP is a living document that must be updated whenever site conditions or project plans change. We support you throughout the process and handle all revisions or updates as needed.

WHY WAIT? WHY PAY MORE? WHY TAKE A RISK?

We can do your SWPPP in 72 hours, or it's FREE!

If you have any questions before you order, please call Derek at: 833-GET-SWPP.
