Is a SWPPP required in Utah?
Yes. Most construction projects in Utah must have a Stormwater Pollution Prevention Plan (SWPPP) if:
- The project will disturb one acre or more of land.
- The project will disturb less than one acre but is part of a larger common plan of development or sale that will ultimately disturb one acre or more.
If either of these conditions applies, you need a SWPPP. If you do not have stormwater pollution plan in place, you could face civil penalties of up to $10,000 per day for negligent violations, or up to $25,000 per day for willful violations.

Who regulates SWPPP in Utah?
The Utah Department of Environmental Quality (UDEQ), Division of Water Quality, administers Utah’s Construction Stormwater General Permit program. UDEQ oversees the issuance of permits, monitors compliance, and enforces state stormwater regulations.
How long will the SWPPP last?
A SWPPP is temporary and applies only during the active construction phase. When your project is complete, coverage ends via a Notice of Termination (N.O.T.).
Do I need to update the SWPPP if the project changes?
